Secretary of State Antony Blinken says the U.S. has determined that an Israeli military unit committed grave human-rights abuses against Palestinians in the West Bank before the war in Gaza.

They were 4 separate bills. 4 separate laws. With 4 separate votes in both houses.

It would have been unusual, given the horse trading. But I’m pretty sure he could have.
