    If you polled 1941 Germans about whether they support death camps for “undesirables” you might have gotten similar numbers but they still wouldn’t do anything to stop it when it happens.

    This is enough popular support within a ruling party with control of all branches of government to do it. What percentage of the people who don’t support it would be willing to abandon the party if they enacted it?
