I had to look it up, but using overhaul with the meaning of overtake is apparently valid. It sounds odd to me, and I’ve never actually heard it used that way, but Merriam-Webster validates it.
I’m sure this isn’t what you mean, but a mug of milk with a shot of whiskey, rum, or brandy, and a little brown sugar or sweetener of your choice warmed up in the microwave on a cold winter evening is a really nice thing.
There’s all sorts of inappropriate ways to use a toaster where the failure mode is fire. Making toast in bed, under the covers? Catch fire. In a puddle of gasoline? Catch fire. Seriously, WTC toasters?
Penalties for violating the law would either be the monthly salary of a lawmaker or 10% of the value of each asset they buy or sell.
Because I’m sure no one would make more than that and just take the trade off. And then take credit for saving the tax payers money. That’s definitely not the kind of thing that would happen in the Congress I know.

That amount of evil and bold has simply become the norm for corporations, so that seems a no-brainer, collusion is not needed.
