        I advise you learn from your brother’s mistake, keep a copy of them somewhere secure that your loved ones will be able to access when you’re no longer around. If you desire to pass it down at least.

      Valve is probably just saying that’s a breach of ToS, so they can basically ban the account.

          Their policy and what they do is not necessarily the same thing.

          there have for example been cases in Germany where Facebook was forced to give access to the parents of a deceased

          Giving access to a free account is not the same as giving ownership of thousands of dollars in paid licenses.
